  • Biography
    Po-Ning Chen received B.S. and M.S. degrees from national Tsing Hua university, Taiwan, in 1985 and 1987, respectively, and Ph.D. degree from university of Maryland at College Park, USA, in 1994, all in electrical engineering. The titles of his master thesis and Ph.D. dissertation are respectively Variable-length stroke relation coding - A new approach to the recognition of multi-font printed Chinese character and Large deviations approaches to performances analysis of distributed detection systems. From 1985 to 1987, he was with the image processing laboratory in department of electrical engineering, national Tsing Hua university, where he worked on the recognition of Chinese characters. At the same period, he also developed a computing architecture of adjustable convolution system for image processing, by which he received the first-rank award at the national microcomputer design contest sponsored by ministry of education, Taiwan, ROC. His master thesis has won the prestigious award at Lung-Teng thesis contest sponsored by ACER International Inc., Taiwan, ROC. After the two-year military service, he joined Startek Engineering Inc. in 1989, and was responsible for the development of a finger-print recognition system. In 1990, he was admitted by university of Maryland at College Park, USA, and became a Ph.D. student there. After the reception of Ph.D. degree in 1994, he joined Wan Ta Technology Inc. as a vice general manager, conducting several projects on pointof-sale systems. In 1995, he became a research staff in Advanced Technology Center, Computer and Communication Laboratory, Industrial Technology Research Institute (ATC/CCL/ITRI) in Taiwan, where he led a team delivering the first Java-based network management system in Taiwan. Since 1996, he has been an associate professor in department of communications engineering at national Chiao Tung university, Taiwan, ROC, and was promoted to a full professor in 2001. Dr. Chen is the receiver of the 2000 Young Scholar Paper Award from Academia Sinica, Taiwan, ROC. He received the yearly Class-A Paper Award from National Science Council, five years in a row (from 1996 to 2000). His edited handbook in communication network experiment has been selected by ministry of education, Taiwan, ROC, as one of the best course materials in communications in 1997. Starting from November 2000, he became a senior member of IEEE society. In additional to independent research, Dr. Chen also actively cooperates with renowned researchers around the world. He has been visited Prof. F. Alajaji with department of mathematics and statistics, Queen’s University, Canada, in the summer of 1998, and has published several joint work since. He has established a long-term research cooperation on coding problems with Prof. Y. S. Han with department of computer science and information engineering, national Chi Nan university, Taiwan, ROC. In 1999 summer, he has visited Prof. S. Verd´u with department of electrical engineering, Princeton university, USA. He also has a joint publication in IEEE Trans. Inform. Theory with Prof. T.-Y. Lee with the department of mathematics, university of Maryland at College Park, USA. Currently, Prof. M. Fossorier with department of electrical engineering, Hawaii university, USA, Prof. Y. S. Han and Dr. Chen are jointly researching on a potential generalization of sequential decoding. The research interests of Dr. Chen mainly lie in information and coding theory, large deviations and spectrum theory, and distributed detection. Other subjects that Dr. Chen was once involved include maximum-likelihood soft-decision sequential decoding, self-similar Internet traffic modelling, spectrum analysis on channel reliability, quality control of time-bound services and pure combinational logic MAC controller design for wireless LAN, min-plus-algebra-based filter-modelled flow control, Javabased network management, service creation and service management, fingerprint recognition, recognition of multi-font printed Chinese characters, and adjustable convolution hardware to image processing.
