    陳伯寧分別於1985年和1987年獲得國立清華大學電機工程學士學會和電機工程碩士學位,並在1994年於馬里蘭大學帕克分校獲得電機工程博士學位。他的碩士論文和博士論文題目為:Variable-length stroke relation coding - A new approach to the recognition of multi-font printed Chinese characterLarge deviations approaches to performances analysis of distributed detection systems1985年至1987年在清華大學電機系影像處理實驗室從事漢字辨識研究。在同一時期,他還開發了用於影像處理的可調卷積系統的計算架構,並獲得台灣教育部主辦的全國微機設計大賽一等獎。 他的碩士論文曾在台灣ACER International Inc.主辦的龍騰論文比賽中榮獲著名獎項。 服完兩年兵役後,他於 1989 年加入 Startek Engineering Inc.,負責指紋辨識系統的開發。 1990年考入美國馬裡蘭大學帕克分校,獲博士生。1994年獲得博士學位後,他加入萬塔科技有限公司擔任副總經理,負責多個銷售點系統專案。1995年,他成為台灣工業技術研究院(ATC/CCL/ITRI)先進技術中心資訊與通訊研究實驗室的研究人員,領導團隊開發了台灣第一個基於Java的網路管理系統。1996年起任國立交通大學通訊工程系副教授,2001年晉升教授。陳博士是中央研究院2000年青年學者論文獎得主。他連續五年(1996年至2000年)獲得美國國家科學委員會年度A級論文獎。 其主編的通訊網路實驗手冊於1997年被台灣教育部評選為通訊學最佳教材之一。從200011月起,成為IEEE學會高級會員。 除了獨立研究之外,陳博士也積極與世界各地的知名研究人員合作。 1998年夏天訪問加拿大女王大學數學與統計系F. Alajaji教授,並發表多篇合作論文。 他與台灣國立暨南大學電腦科學與資訊工程系的Y. S. Han教授在編碼問題上建立了長期的研究合作。 1999年夏天,訪問美國普林斯頓大學電機工程系S. Verd´u教授。 他還在 IEEE Trans 上發表了聯合出版物。 通知。 T.-Y 教授的理論 Lee,美國馬裡蘭大學帕克分校數學系教授。 目前,美國夏威夷大學電機工程系M. Fossorier教授、Y. S. Han教授和陳博士正在共同研究順序解碼的潛在推廣。 陳博士的研究興趣主要在於資訊與編碼理論、大偏差與譜理論、分散式檢測。 陳博士曾參與的其他課題包括最大似然軟判決順序解碼、自相似互聯網流量建模、信道可靠性的頻譜分析、時限服務的質量控制以及無線局域網的純組合邏輯MAC控制器設計,基於最小加代數的濾波建模流程控制、基於Java的網路管理、服務建立和服務管理、指紋辨識、多字體印刷漢字辨識以及可調式捲積硬體進行影像處理。
